This creates more robust, more secure, and much more optimized solutions than what can be found "off the shelf." However, many organizations these days are requiring their sites be maintained with minimal budgets and less concern for ideal performance of their site. Many times, an organization (especially those that do not transact money through their site) do not need all the bells and whistles a custom site can provide. In these cases, a very full-featured and easily-maintained web site can be constructed entirely out of pre-existing software with no licensing costs whatsoever. This means your organization can benefit from all the features of a complete web site for much less than you'll get when asking a development company for a quote.

Additionally, I feel it's important to analyze your targets' demographics. If you're selling farm equipment, it doesn't make sense build a flashy, graphics-intense web site since your audience will be lost before the page even loads in their modem-speed browser. If you're selling albums for contemporary music, however, it certainly makes sense to provide your visitors with a visually-engaging experience. Besides presentation, a lot of thought has to go into how your site is organized, navigated, searched, and maintained. Your audience will be the deciding factor in most cases.
